I am not well-versed in US law, but I did a quick search and apparently as an ex-con crossing state lines with the chargers could considered a federal offense. Apparently, he is not able to purchase a weapon either.

I could be wrong, but I think Gavin said he was selling diabetes testing supplies without a license or something to that effect.
