Part of the point of the Boca Chica site is it is on the ocean. I have seen plans to create a floating launch platform that allows starship rockets to be ferried to via some kind of barge. This would allow them to build in their current facility, but launch from international waters. I have no idea if this is a real idea, or one of Elon's more fancifull ideas.
